With dual Bachelor degrees in the arts (sociology, government and politics) and journalism, as well as postgraduate studies (Masters) in international political economy – combined with over a decade of experience in senior policy, media, research, stakeholder engagement and community advocacy roles in Australia’s federal, state and local government sectors – Francis has the knowledge, skills and adaptability that is necessary for dependable authoring, research, planning, policy and communication support.
Since 2002, Francis has provided Professional Consulting Services as a subcontractor, including government and political (International, Federal, State and Local), planning and policy advice, as well as research and analysis, preparation of Government grant applications for SME businesses, bid and tender creation.

Projects of Significance Delivered:
Significant policy and structural reform, while providing daily oversight of media and communications activities for the Queensland Government and Government-owned corporations (GOCs) and the development of 30-year plans for the electricity and water supply sectors.
Developed, a “nation-leading” regional infrastructure and advocacy program, which included major road and transport infrastructure projects that were subsequently listed on Infrastructure Australia’s (IA) National Infrastructure Priority Pipeline (NIPP) and supported by all levels of government.
